These little buggers are TOUGH and dominated the 2WD rally world for a long time. This setup looks pretty much ready to go with lots of easily available off the shelf parts.

Here's one for Bruce, $7500 Civic SiR with HotBits suspension. Dead reliable and I'm sure lots of fun. Just needs belts and a bottle and you're set for RallySprints, AMP, Targa or even the Baie.

Not pretty, but here's a fully CARS prepped car for $2500. You can't build a cage for that.

I would copy the VIN and ask your nearest police officer to check if its registered stolen or not.

Warehouseman's lean act lets people get papers without much trouble. If its not stolen, and they are just lazy, than all is fine.

Description sounds like that of the 037 Lancia, but the pic is a Statos.

Besides, given what a werks Stratos would cost..........

Looks sadly like someone has torn it half apart and found they cant get parts for it. Notice there is no picture of the front or back, or bumpers, or lights, windshield duct taped down...
