I put together a few proposed rule changes for the series based on the discussion so far, see below. These were sent out to previous SM participants last week for comment, but posting them here in case anyone else is interested. If you see anything that doesn't make sense or isn't clear let me know. The original sections were taken from the 2016 rules at

Proposed Changes (Nov. 24, 2016)
ARMS SPEC MIATA CHAMPIONSHIP SERIES RULES
1.1 PURPOSE AND INTENT
The ARMS Spec Miata (SM) class is intended to provide the ARMS membership with the opportunity to compete in low cost, production-based cars with limited modifications, suitable for racing competition.Vehicle eligibility is expressed by the Sports Car Club of America (SCCA) and is listed in the Spec Miata Specification. See Appendix ‘B’.
Specific Spec Miata safety requirements are expressed by the Sports Car Club of America (SCCA) and are listed in the Spec Miata Specification. See Appendix ‘B’.
General safety requirements are listed in section 9.3 of SCCA’s GCR’s. Generally, all SM cars shall include minimum 6- point roll cage and padding, approved race seat, electrical kill switch, window safety net, 5 point seat belt harness, fire extinguisher. See Appendix ‘C’.
Permissible performance modifications are expressed by the Sports Car Club of America (SCCA) and are listed in the Spec Miata Specification. See Appendix ‘B’.
Drivers who are not competing in the ARMS Spec Miata Championship may use a Spec Miata race car to compete in
one of the classes of the ARMS Grand Touring Sedan Championship.
Spec Miata cars shall be classed as GT4 in that series.3.1 MINIMUM CLASS ENTRIES

3 5 competitors are required in order to have a Spec Miata Championship Series race.
to be considered a valid SM class. If there are less than 5 Spec Miata entries then Spec Miata cars may enter the Grand Touring races under the Spec Miata (SM) class, with the results of the SM class counting towards the ARMS Spec Miata Championship.5.5 TIRES

Tires must have a DOT UTQG rating of 100 or greater.

Competitors shall present their race car & safety apparel to the tech building for technical inspection prior to each event. Event scrutineers shall carry out random technical inspections of cars and of Drivers' safety equipment and permitted performance modifications at any time during the event.
At the request of the event scrutineers, competitors may be required to carry speed and position data logging devices (provided by ARMS) in the car during race events or to provide speed and position data collected from their own data loggers during an event (any such data collected will be held in confidence).
