This whole treadwear thing is a bit of a disgrace. The ratings clearly don't mean anything. All it's done is hurt people who bought tires based on what they expected to be legal going forward. Now that all the 140's have been re-stamped, anyone who bought 'real' 200's are stuck. There's no way a R1R compares to a Rival, RS3, or ZII. It's not exactly cheap either, so the tire costs haven't changed much at all, and the life hasn't improved.

I might as well just buy some Hoosiers and write '200' on them with a marker.

Since the ratings are supposed to be a DOT standard, I'm surprised they haven't gotten involved.

That's interesting. I only can speak from what I've read for S2000's, but autocross guys love the ZII star specs and the RS3 for hotter environments. R1R's seem to suffer from poor longevity while offering similar grip levels.

As far as DOT intervention, it's likely such a small volume issue that they don't have a reason to address it. Manufacturers are apparently allowed to advertise a treadwear number lower than what they test, but not the other way around. For Hankook, Toyo, etc.. it looks like they're just stamping the numbers higher, to a value more reflective of what the tire should have been.

I agree though, it's pretty ridiculous how its working out. Luckily it doesn't affect us much either way!

Does this mean that existing R1Rs stamped as "140" will be accepted in the Street Touring Category?

All Street & Street Touring Classes from 2015
Additional Allowances:
In additional to the published rule Appendix E 13.3A1 stating a 200 treadwear limit for tires
eligible for the 2015 season (currently 140TW for 2014), the following allowance is added:
The following tires below the 200 treadwear limit are permitted in 2015 onwards:
Toyo R1R
Yokohama AD08
Yokohama AD08R
Background:
Toyo and Yokohama have supported CASCĀ­OR autoslalom with sponsorship funds and
contingency winnings for competitors. While a competitive choice, they have not shown
performance or street manners inconsistent with the intent of the Street & Street Touring classes.
This bulletin will maintain the relationship with our sponsors and provide competitors the chance
to continue to compete for contingency winnings from 2015 onwards.

I just shake my head at stuff like this. Aside from this season with the "R" classes, I'm perpetually in the "show up, go fast, pax last" class.
