I suspect that is correct. BUT, if you don't care about resurrecting your old expired account, you could easily sign up for a new account and get the deal. Just use a different email address and user name (I.e "Jason Smith 2" or whatever).

Of course, the you wouldn't be able to use the tracks you had bought with you old account. Id suggest contacting iRacing about using the deal with your expired account. You never know.
